Goodwin Liu is a nationally recognized expert on constitutional law, education policy, civil rights, and the Supreme Court. His varied background includes policy work in education for the federal government, appellate work in the private sector, and legal scholarship. NCJW believes that Goodwin Liu should be confirmed to the US Court of Appeals for the 9th Circuit.

Nomination Status

Goodwin Liu was nominated by President Obama to a seat on the United States Court of Appeals for the Ninth Circuit on February 24, 2010.  His nomination was approved by the Senate Judiciary Committee May 13, 2010, and sent to the Senate for a vote.

Nominee Record

Goodwin Liu is an associate dean and professor of law at the University of California, Berkeley, School of Law. Liu earned a BS from Stanford University in 1991, where he was elected to Phi Beta Kappa. A Rhodes Scholar, he received a master’s degree from Oxford University in 1993 and a JD from Yale Law School in 1998, where he was editor of the Yale Law Journal and the recipient of various awards.

Liu clerked for both DC Circuit Court of Appeals Judge David S. Tatel and Supreme Court Justice Ruth Bader Ginsburg. In the late 1990s, he served as a special assistant to the Deputy Secretary of Education, advising on the implementation of an initiative to address low-performing schools, and as senior program officer for higher education at the Corporation for National Service (AmeriCorps). From 2001 to 2003, Liu was an appellate litigator in private practice at the law firm O'Melveny & Meyers.

Professor Liu serves on the board of trustees of Stanford University and chairs the board of the American Constitution Society. He is also a member of the board of National Women's Law Center, the Public Welfare Foundation, and the Alliance for Excellent Education. He was elected to the American Law Institute in 2008. In addition to publishing numerous law review articles, he has been a frequent commentator on constitutional law and education policy in major daily newspapers and on NPR and PBS.
